How should we select capabilities for a programme?
Let the problem, estate, evidence gaps and operating model determine the mix. A focused application transition may need several capabilities in limited roles, while an estate-wide decision may initially emphasize architecture and assessment before any implementation team is formed.
How is a capability different from a solution?
A capability describes a reusable discipline and the evidence or change it can produce. A solution starts from a recurring operating situation and combines whichever capabilities are needed. The same capability can therefore contribute to several different solutions without making those solutions interchangeable.
